Luís is a partner at Palm Legal.
Qualified since 2003 and a member of the Portuguese Bar Association since 2005. Luís has a postgraduate degree in Administrative Law and a Master's degree in Law.
Luís works mainly in the areas of Insurance, Reinsurance, Commercial and Corporate Law, Civil Liability, and Public Law, advising and providing legal support to local and international companies in non-contentious, litigation, and arbitration cases.
Luís is an Associate Professor of Public Law at the Autonomous University of Lisbon, with a particular focus on public employment and expropriations.
Luís is fluent in Portuguese, English, and Spanish.
Career Highlights
- Advising and leading highly complex legal disputes related to General Civil Liability, Directors and Officers Liability (D&O), and Financial Liability of several Portuguese banks as a result of their insolvency following the 2011 Portuguese economic crisis;
- Advising and leading professional liability litigation under the Portuguese Bar Association's Professional Liability policy;
- Advising and leading civil liability litigation in the energy and aviation sectors, both in ordinary litigation and arbitration;
- Advising and leading litigation in public law related to urban planning, expropriations, and public liability, particularly in the execution and during the processing of the public project "Programa Pólis";
- Advising and leading civil liability and public law litigation related to the construction and safety of buildings, dams, wastewater treatment plants, and hotels;
- Advising on all licensing procedures for hotels and resorts.
